Francis first signed for Waterford United from local Waterford side, Tramore AFC, in the summer of 2002. He spent four seasons with the Blues and in April 2004 he captained the Irish Schools soccer team to victory in the Centenary Shield, beating Northern Ireland 2-1 in the decisive game.

Francis was sent out on loan to Cobh Ramblers by Manager Alan Reynolds just before the start of the 2005 season. The move became permanent and Francis spent two seasons at St Coleman's Park before moving on in February 2007 when he signed for Kilkenny City. He made his debut for the Cats against Athlone Town on 10 March '07.

On 16 January 2013 it was announced that Francis had rejoined Waterford United, signing for manager Paul O'Brien from local side Tramore AFC. He made 10 league appearances over the 2013 season and left the club at the end of that year.
